The Federal Authority sets the basic legislation and finances the policy for security and police services.

The police is organised into a federal police and a local police. The local police is responsible for a defined zone, consisting of one, or more often several, communes, and is under the authority of the mayors.

Security policy is implemented with the provincial governors and communes, who are also responsible for fire-fighting services.
