The policy for providing health care, in health institutions and outside, is a community matter, where the French Community has transferred its responsibilities for the French linguistic region to the Walloon Region, except for university hospitals.

The policy for providing health care is thus the responsibility of the Walloon Region for the French linguistic region (except for university hospitals, which come under the French Community), and the German-speaking Community for the German linguistic region.

The communes (or intercommunal companies) and the provinces play the role of organising authority.

However, the Federal Authority is competent for the basic legislation and financing the establishment when it has been organised by basic statute, basic rules relating to programming, basic rules relating to financing infrastructure, including for major medical equipment, national approval standards, insofar they have an impact on the subjects mentioned above, and setting the conditions for designation as a university hospital.

Health education and preventive medicine are the responsibility of the Communities.

In Wallonia, the French Community has this responsibility for the French linguistic region, and the German-speaking Community for the German linguistic region.

The Federal Authority is, however, responsible for national prophylactic measures and their application.
