The Federal Authority makes the rules governing access to the territory, residence, settlement and the removal of foreigners, including refugees and illegal immigrants.

The communes apply these rules.

The Walloon Region is responsible for applying the standards governing the employment of foreign workers, in particular for the issuance of work permits.
