The word culture here has a more restrictive meaning than the cultural subjects listed in the special law. Here it essentially means the arts, cultural heritage including museums, libraries and audio libraries, continuing education and cultural activities.

Culture is a community competence. The French Community and the German-speaking Community have legislative responsibility in this respect, and they each finance the cultural policy in Wallonia, the first in the French linguistic region and the second in the German linguistic region.

The communes and provinces can play the role of organising authority and contribute to the financing of cultural events.

The Walloon Region, which is competent for economic development and aid to companies, supports cinematographic production through the Wallimage support fund.

It should be noted that three cultural establishments in Brussels (the Théâtre royal de la Monnaie, the National Orchestra of Belgium and the Palais des Beaux-Arts) are still under the Federal Authority’s responsibility, as an exception to the principle set out above.
