The Federal Authority remains competent for development cooperation.

The special law of 13 July 2001 transferring various responsibilities to the Regions and Communities stipulated that certain parts of development cooperation are to be transferred to the Communities and Regions, but this process is still underway.

However, the Communities and the Regions may develop a cooperation policy for the subjects allocated to them, such as culture or education. The General International Relations Board (CGRI), which manages international relations for the French Community, the Walloon Region, and the French Community Commission, is developing a series of training and educational initiatives in the area of development cooperation and subsidises development cooperation NGOs.
